You will need ...
Supplies here. The zip includes the backgrounds, tubes and the 2 fonts used.
Open the two fonts, they will have a .ttf file extension, and minimize them on your desktop.
Open all the tubes in PSP.
Filters Unlimited 2
If you don't have Filters Unlimited 2 I have a .psp image with the mask applied here.
Just start the tut at step 2 if you are using this file.

Install these filters in your plugin folder

** NOTE **
The 3 files "Achtergrond_01.psp", "Achtergrond_02.psp" and Achtergrond_01.psp" have the tube layer turned off to save on file size. Please turn them on by clicking on the eye in the layer palette or go to Layers/View/Current only
Step 1
Open "Achtergrond_01.psp".
Save it as "bearygoodfriends1.psp".
This will be our working canvas.
Effects/Plugins/I.C. Net Software/Filters Unlimited2/ Edges, Square - Square Edge 04.
Make sure "Use background color" is not checked.
Image/Resize
90%, resample using BiCubic, uncheck all layers.
Effects/3D Effects/Drop Shadow with these settings ...
H 1 and V 1,
Opacity 80,
Blur 10.
Step 2
Layers/New Raster Layer.
Open "Achtergrond_02". Edit/Copy.
Go back to your working canvas. Selections/Select All.
Edit/Paste into Selection. Selections/Select None.
In your Layer Palette right click
on this layer and go to Arrange/Move Down. Click on Raster 1.
Remember to save your work after each step.
Here's what you should have so far ...
Step 3
Open the tube " R&R_Children_BabyAndTeddy. psp".
Edit/Copy. Go to the working canvas. Edit/Paste as New Layer.
Image/Resize 90%, Bicubic, all layers unchecked.
Using your Mover Tool move the tube down about 10 pixels.
Effects/Plugins/FM Tile Tools - Blend Emboss at the default settings.
Layers/Duplicate.
Adjust/Sharpness/Unsharp Mask with these settings ...
Radius 1, Strength 64, Clipping 4.
Step 4
Open the tube "Stiksel.psp". Edit/Copy. Go to your working canvas. Edit/Paste as New Layer.
Using the Mover Tool move the stitches to the bottom edge of the beige fabric. (see below for placement)
Adjust/Sharpness/Unsharp Mask with these settings ...
Radius 1, Strength 64, Clipping 4.
Effects/3D Effects/Drop Shadow with these settings ...
H 1 and V 1,
Opacity 80,
Blur 5.
Layers/ Duplicate.
Image/Flip.
Step 5
Open the tube "Speld.psp" Edit/Copy. Go back to your working canvas and Edit/Paste as New Layer.
Image/Free Rotate with these settings .....
Move the tube to left. (see below for placement)
Adjust/Sharpness/Unsharp Mask with these settings ...
Radius 3, Strength 120, Clipping 4.
Effects/3D Effects/Drop Shadow with these settings ...
H 1 and V 1,
Opacity 80,
Blur 5.
Step 6
Open the tube "Knoop.psp". Edit/Copy
Go back to your working canvas and Edit/Paste as New Layer.
Move the button to the bottom right of your canvas.
Effects/3D Effects/Drop Shadow with these settings ...
H 1 and V 1,
Opacity 80,
Blur 5.
Repeat with -1 and -1.
Step 7
Open the tube "Label.psp". Image/ Mirror. Edit/Copy.
Go back to your working canvas and Edit/Paste as New Layer.
Adjust/Sharpness/Unsharp Mask with these settings ...
Radius 3, Strength 64, Clipping 4.
Move the label to the top right of the canvas like my example below.
Effects/3D Effects/Drop Shadow with these settings ...
H -1 and V -1,
Opacity 80,
Blur 5.
Repeat with 1 and 1.
Step 8
Open the tube "Sluitspeld.psp". Edit/Copy.
Go back to your working canvas and Edit/Paste as New Layer.
Adjust/Sharpness/Unsharp Mask with these settings ...
Radius 3, Strength 64, Clipping 4.
Move the safety pin to the top right of the canvas so it looks like the label string is hanging from the pin.
Effects/3D Effects/Drop Shadow with these settings ...
H 1 and V 1,
Opacity 80,
Blur 5.
Step 9
Make any adjusts to the tube placement on your working image and save this image for future use.
Edit/Copy Merged.
Step 10
Open "achtergrond_03". Image/Resize 90%, all Layers checked.
Edit/Paste as New Layer. This will paste your bear tag on the background.
I saved this image as bearygoodfriends2.psp.
Effects/3D Effects/Drop Shadow with these settings ...
H 1 and V 1,
Opacity 80,
Blur 5.
Repeat with -1 and -1.
Step 11
Image/Add Border, 6 pixels, color white.
Select with the Magic Wand Tolerance 0, Feather 0, Anti-alias unchecked.
Open "achtergrond_01". Image/Resize 90%, Bicubic, all layers checked.
Minimize the image and we will use it as a pattern fill.
In your Materials Palette, change the Foreground to Pattern and find "achtergrond_01".
Settings are Angle 0, Scale 100.
Flood Fill the selection with this pattern.
Effects/3D Effects/Drop Shadow with these settings ...
H 1 and V 1,
Opacity 80,
Blur 5.
Repeat with -1 and -1.
Selections/Select None.
Step 12
Image/Add Border 1 pixel, Color #302e2b
Step 13
In your material palette turn the Foreground color off and make the background color #302e2b.
Click on your Text Tool and use these settings ...
Type the text "Beary Good Friends" spacing after each word and move it over to the label.
Layers/Convert to Raster Layer.
For my name I used the Especial Kay font with these settings ..
Foreground color #302e2b, Background color #d9d7c3.
Click on your canvas and type your name.
Right click on your text layer and convert to a raster layer.
Go to Selections/Select All, Selections/Float, Selections/Modify/Contract/ 1 pixel.
Go to Effects/3D Effects/Inner Bevel and apply these settings ...

Selections/Select None. Go to Effects/3D Effects/Drop Shadow and apply these settings ...
Vertical and Horizontal 2, Opacity 50, Blur 3 and Color Black.
Save as a .jpg and your scrap tag is finished!
